Symptoms
On : 12.2.4 version, Asset Definition
Some Asset Numbers were moved from one organization to Another Organization.
After the asset movement, new asset numbers could not be created with related asset groups of the asset numbers.,
the following error occurs.

Object instantiation has failed. Error in eam_pmdef_pub.instantiate_pm_defs
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to EAM Responsibility and Go to Asset Definition form and create new asset number for asset group after the asset movement to another organization
2. Save the asset number
3. The error is seen
