R12:AP:(XLATPRPT) Third Party Balance Report Is Wrong for R11i non AX transactions (Doc ID 2292215.1)

On : 12.2.3 version, Accounting Issues in AP

ACTUAL BEHAVIOR
---------------
There is a gap between the Third Party Balances Report (XLATPRPT) and the Accounts Payable Trial Balance (APTBRPT): the Third Party balances report is wrong.

For example, vendor_id = zzz:
- in the Account Payables Trial Balance, the balance is 0 for this supplier at the beginning of 2016
- in the Third Party Balances Report, the open balance is 2949.68 at the beginning of 2016
The gap is in 2010: at the end of DEC-2010, the payment XXXX was not taken into account in the DR: 2949.68 => this amount that we can see in the 2016 opened balance.

There is an error in xla_control_balances => The period total in Third Party Balances Report comes from this table.
In DEC-2010 there was the upgrade from 11i to R12.1.3. In DEC-16, the xla_control_balances takes data from the new transactions but not from the upgraded 11i transaction.

EXPECTED BEHAVIOR

Third Party Balances Report (XLATPRPT) and the Accounts Payable Trial Balance (APTBRPT) should be in sync

STEPS

The issue can be reproduced at will with the following steps:

There is an error in xla_control_balances => The period total in Third Party Balances Report comes from this table.
In DEC-2010 there was the upgrade from 11i to R12.1.3. In DEC-16, the xla_control_balances takes data from the new transactions but not from the upgraded 11i transaction.
