On : 12.1.3 version

After setting up the Australian business group, find that when attempting to open an employee assignment, the following error occurs.

APP-FND-00668: The data that defines the flexfield on this field may be inconsistent. Inform your system administrator that the function: FND_FLEX_EXT.GET_DELIMITER could not find the structure definition for the flexfield specified by Application= PER, Code= SCL and Structure number =

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Setup Business Group for Australia in the Seeded: Australian HRMS Manager
2. Setup up new responsibility:
3. Australia HRMS Super User
4. Go to employee’s HR record
5. Click on employee assignment button
The Business group should be the default for the Organization. The Statutory Information is also grayed out
