BIP 12c: Missing Images In Email Body And HTML Content For Report Bursting Output, Empty Email is Delivered

Symptoms
Business Intelligence Publisher 12.2.1.2.0, Java API Delivery Service issues
After a BI Publisher upgrade to 12c, the Email body images and / or HTML content is missing in the bursting output for all reports.
The log shows the delivery job finished successfully and no other errors are received, the content is just missing in the output.
In the previous version of BI Publisher, the Bursting HTML output content was visible in the Email body.
The issue can be reproduced at will with the following steps:
1. Create a bursting report.
2. Schedule report job for the same.
3. When the job completes successfully, check the Email body and find HTML content missing.
Changes
Upgrade to BIP 12c.
