12.2.6: Unlock Button Missing On The Functional Administrator Configuration Manager Page

Symptoms
Login to EBS as sysadmin, navigate to "Functional Administrator/Configuration Manager" page. You will see Oracle E-Business Suite has been placed into locked-down mode.
You can see a message at the top of the page with "Oracle E-Business Suite has been placed into locked-down mode. You can secure the environment by performing the following manual security configuration steps :"
Select configurations that are in 'Unknown' status and click 'Check' to find it's status.
Select configurations that are in 'Failed' status and click 'Configure' to configure them.
Select configurations that are not relevant for your system and click 'Suppress' to mute them.
Click 'Unsuppress' to reverse the action on muted configurations.
Click 'Unlock' to proceed to unlock E-Business Suite for normal usage.
Issue is that there is no "unlock" button on the page
