UPK: When The Action Is Pressing Control+O, IE Opens The File Open Dialog.

When launching the player package in IE, clicking on ctrl-o opens a popup window in IE only, but the frame advances.

In Firefox and Chrome the ctrl-o advances the frame, and the cursor lands in the correct location to enter text.

The issue can be reproduced at will with the following steps:
1. highlight the topic, then click the TryIt! mode arrow to launch topic in TryIt! mode
2. select "Internet Explorer" in the Play popup window
3. in the Try It! window click start or hit ENTER
4. click the "Running applications" icon
5. in the next frame, hit ctrl-0
6. note the Open popup window with focus in that window, and not in the action area of the frame

Due to this issue, users must click "Cancel" in the popup window before focus goes back to the action frame.
