CLM: No Warning Upon 'Post' To FedBizOpps When Exception Reason Is Populated On Solicitation

Steps to reproduce
1.Navigate to CLM Purchasing Contracting Professional responsibility
2.Navigate to Buyers Work center and to NegotiationsCreate a Solicitation and enter all the required fields on header, Lines, Addresses, Controls pageSave the document
3.Enter an exception reason for Solicitation Publication
4.Navigate to Abstract and Forms region and add a Presolicitation Notice
5.Click on Enter Data and fill in all fields and click Post
6.Notice that the Presolicitation/Solicitation is posted successfully to FedBizOpps even
when the user has an exception reason populated on the header.
7.The expectation is to display a warning message to indicate that an exception reason is
selected to not post Solicitation to FedBizOpps.
