How to Use Alternate Specification When Using the GMD_SAMPLES_PUB.create_samples API (Doc ID 2294010.1)

Goal

Create sample by making use the gmd_samples_pub.create_samples. However, seems the API cannot read the validity rules being passed in the API.
For example have 2 production validity rules for the same item X:
#1 No batch step
#2 Specify batch step number

The API always create sample based on #1, even after we specify the batch step number and find matching spec=Yes

Is is the intended behavior that the API will select the higher level only (less specific) from same type of validity rule?
