Symptoms
On : 12.2.4 version, Approvals - Req, PO
On Approval of Purchase order the users are getting error notification about PO Output for communication failed due to attachment

Attachment Generation Failure
Attachments are too large to be sent with Standard Purchase Order XXXXX .Please contact Buyer for details
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create a approve the standard PO with terms and conditions
2) PO output for communication is triggered two times
a) Normal PO output PDF
b) (Terms) program where P_withTerms = Y calculate the P_max_zip_size to be 0
3) This Terms PDF is failing
