Symptoms
An Order Release agent is configured with the Action:
ORDER RELEASE - MOD - PROPAGATE CHANGES: Ship Unit Quantities with Propagate Ship Unit Quantities
When an Order is modified, this agent runs. However, the Sell Shipment's Quantities are not updated.
