Setup To Make Account Number As Not Required For ISupport Individual Users

On : 12.1.3 version, Service Request

Testing with iSupport: Individual User seeded Oracle responsibility, found that Account Number is a required entry in order to create SR.
However, per Oracle registration all Individual users are created only as parties and do not have account numbers associated.

Account Number should be an optional field for creating SRs in iSupport

The issue can be reproduced at will with the following steps:
1. Login to iSupport as Individual User
2. Create SR with out Account Number
3. You will see a validation message to enter Account Number ( Mandatory )
