Requester is allowed to withdraw already rejected Purchase Requisition (Doc ID 2295225.1)

On : 12.1.3 version, Requisition Management

Requester is allowed to withdraw already rejected Purchase Requisition. Withdrawal action is inserted in action history for rejected requisition

Rejected requisition is already out of approval process so "Withdrawal" action should not be inserted in action history

The issue can be reproduced at will with the following steps:

1. Login to iProcurement Responsibility
2. Submit Requisition for approval
3. Preparer opened the Requisition summary page and the Requisition is "In Process" status
4. Meanwhile the approver rejected the requisition
5. The status is still showing as "In Process" in the requisition summary page for preparer (continuation from step 3) as the page is not refreshed yet.
6. Select the requisition (radio button) > Click Change > Received warning message to confirm the withdrawal of the requisition from approval process
7. Click "Yes" and Re-submit for approval
8. Action history shows both "Rejected" and "Withdrawal" actions
