Assignment Information Not Found For Contingent Worker When Saving the Time Card (Doc ID 2295323.1)

Problem Statement:

Contingent worker enters a Purchasing timecard. When he clicks on Save, the following error occurs:

Assignment information not found for person XXXX

Steps to reproduce:
The issue can be reproduced at will with the following steps:
1. Navigate to OTL Time Entry as a Contingent Worker
2. Click on Create Timecard
3. Enter details and click on Save. Error occurs
