Users Without Change Management Responsibility Are Unable To Open Attachments From An ECO (Change Request)

On : 12.2.4 version, ECO
When attempting to view Attachments in ECO (Change Request), the following error occurs and attachments cannot be seen:
You are not authorized to access the function Engineering Change Detail Page. Please contact your System Administrator."
The issue can be reproduced at will with the following steps:
1. Notification List > Open Change Order / Change Request Notification > Click on Attachments.
