Why is SO Header Showing Closed and Lines Cancelled - or - Both Cancelled? (Doc ID 2295546.1)

Goal

Few orders are showing as closed on header level and showing cancelled on line level and some orders are showing cancelled on both header and lines level. 

So shouldn't it be cancelled at both the levels?
