Goal

Need Public API that will update the "Ignore for Planning" and 'Include For Planning' flag on delivery details.

Note: Shipping public API WSH_DELIVERIES_PUB.DELIVERY_ACTION (pass p_action_code as 'IGNORE_PLAN') is used for deliveries only.
