List of Value Data Filter In Buyers Work Center Is Not Working (Doc ID 2296079.1)

Cannot create a data filter for a List of Value (LOV) filed in Buyer Work Center (BWC)

Expect to successfully create a filter in BWC for locations.

The issue can be reproduced at will with the following steps:
First you have to activate profile options Personalize Self-Service Defn and FND: Personalization Region Link Enabled.
From Purchasing Super User in Buyer Work Center (BWC), go to Orders, select a Purchase Order then go to update.
In the Header, section Terms, click on Search for Default Ship-To Location.
In the screen Search and Select List of Values, click on the link Personalize Table: (DocumentShipToLocationsVO).
Go to Table: (DocumentShipToLocationsVO) and click on Personalize.
Go to Query and click on Site value (for example).
Go to Data Filter section and define a filter ==> any of them doesn't work !!

Another example

Open the field where the lov is available
Click on the Personalize Table
Click on the pencil at the table line
Go to the query line and add or edit a Data Filter
Apply and check the functionality without adding any text or %. The system is working as expected
Add a % or any other text and check that the Data Filter is not working
