Cost Collector Fails With following error:

ERROR

CSTPPCCB.pm_process_txn_mmt(205): CSTPPCCB.pm_insert_pti_pvt(10): FAILED TO GET ACCT

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Inventory
2. Navigation Path: Requests > Run Cost Collection Manager
3. on GL, check Transaction Exception Details by GL Period report.
