Performance issue in Gantt Refreshing

Symptoms
On : 12.1.3 version, Dispatch Center
ACTUAL BEHAVIOR
---------------
Gantt refreshing is taking more than 2 mins after 12.1.3 up gradation .Sometimes form does not return as well.
EXPECTED BEHAVIOR
-----------------------
Expect the Gantt to be refreshed within few seconds .
It should display the resource and task information.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Navigate to responsibility Field Service Dispatcher and select the menu option Dispatch Center
2. Open the dispatch center form and click on Gantt chart.
3. It shows "Retrieving Data".
