Unable To Change Timezone, User Interface Language and Report Locale in BI Publisher

On : 184.108.40.206.0 version, Enterprise : Administration, BI publisher timezone issue:
After changing Time Zone, UI Language, Report Locale in BI Publisher My Account then logging in again to BI Publisher, the default values of Timezone, UI Language, Report Local are shown instead of the newly updated ones.
The values of Time Zone, UI Language, Report Locale after login should be the new ones that are set recently.
The issue can be reproduced at will with the following steps:
1. Log into BI publisher.
2. Change Time Zone, UI Language, Report Locale in BI Publisher My Account section and click OK.
3. Sign out of BI Publisher and then re-login.
4. The values of Time Zone, UI Language, Report Locale are not changed.
Due to this issue, users cannot change the Time Zone (and other parameters) from BI Publisher interface.
