Case Folder Approved for Manual Recommendation but it Remains in Submitted Status (Doc ID 2296907.1)

After patch 23702902, custom recommendations fail with the following error:

ORA-06502: PL/SQL: numeric
or value error: character to number conversion error

You may see the following situation when this happens.  The manual recommendation appears to be processed, but the Case Folder is stuck in submitted status.  When you look at the logs for the workflow, you'll find the above error.
