Symptoms

On : 12.1.3 version, Revenue

Revenue will not distribute on transferred transaction

1) User transferred labor transactions from one task to another using the Transfer function in the Expenditure Inquiry form.
2) Ran PRC: Distribute Labor Transactions
3) Ran PRC: Generate Draft Revenue for a Single Project
4) Revenue did not distribute on reversed transaction (remove time from original task)
