Need to Turn Off Automatic Step Calculation in Batch to Manually Edit Step Data (Doc ID 2297192.1)

On : 12.1.3 version, Batches

ACTUAL BEHAVIOR
---------------
On a batch that uses Automatic Step Quantity Calculation (the Automatic Step Calculation checkbox on Batch Steps is checked), manual editing of resource process qty and usage is not allowed. Customer wants to manually edit resource process qty and usage. Batch Steps form is not allowing the Automatic Step Calculation checkbox to be unchecked.

EXPECTED BEHAVIOR

Customer wants to increase the values for some lines and decrease the values for other lines.
