Product Workbench Not Enforcing Change Order Required (Doc ID 2297331.1)

Symptoms

When attempting to change a component from Make to Buy in Product Workbench, the following error occurs.  However other updates, like Build Supply Type, are not requiring a Change Order.

ERROR

Change Order is required to save these markups.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Product Workbench, update the Make/Buy attribute. Note there is no Change Order Required.
2. Now update the Build Supply Type attribute.  Note there is a Change Order Required.
3. User gets the message 'Change Order is required to save these markups' when changing a component from Make to Buy in Product Workbench.  But, after that it allowed the change even without change order creation.
