We are applying SCM patch by following - Applying the R12.SCM_PF.C.Delta.5 Release Update Pack <Note 1983031.1> as part of prereq patches for EGO <Patch 25647551>:R12.EGO.C and <Patch 25268938>:R12.EGO.D

An entity definition is required to define values of type WF_WL_LIST_PARAMS

Steps
The issue can be reproduced at will with the following steps:
1.  Apply R12.SCM_PF.Delta.5 on a 12.2.4 instance
