R12:IBY:AP: Stale Data Error During Stop or Void Payment From Payments Manager (Doc ID 2298385.1)

Release 12.1.x and 12.2.x
When attempting to stop or void a payment of a Payment Process Request (PPR) on the Payments Manager's Payments tab, the following error occurs:

Unable to perform transaction on the record.
Cause: The record contains stale data. The record has been modified by another user.
Action: Cancel the transaction and re-query the record to get new data.

The issue can be reproduced at will with the following steps:
1. Log in with Payable responsibility
2. Navigate to Payments > Entry > Payment Manager
3. On the Payments tab, query a payment
4. Click either the Confirm Stop or Void buttons
5. Enter appropriate information and attempt to save
6. Observe error

The issue has the following business impact:
Due to this issue, are unable to stop or void the payment from Payments Manager.  Payments Workbench does not encounter this error.
