ORA-06502 In Oe_order_pub.Process_order When Cancelling Orders (Doc ID 2299239.1)

On : 12.1.3 version, Trx Changes & Cancellations

When attempting to cancel Sales Orders using the OE_ORDER_PUB.PROCESS_ORDER API, not all the lines get cancelled.
When the program is run again the pending lines get processed successfully .
Need to execute the same program multiple times to cancel the all the order lines.

In the debug file there is the following Error:
ERROR MESSAGE : ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "APPS.OE_LINE_FULLFILL", line 1550
ORA-01403: no data found

The issue can be reproduced at will with the following steps:
1. Try to cancel multiple lines using API OE_ORDER_PUB.PROCESS_ORDER
2. Not all orders are cancelled and there is an Error in log
