Error When Changing Employee Location in Self Service: 'Procedure hr_entry_api.upd_ele_entry_param_val at Step 1' (Doc ID 2299867.1)

When attempting to change the location of an employee in the Worker Status Change function, the following error occurs.

In Self Service:
System Error: Procedure hr_entry_api.upd_ele_entry_param_val at Step 1 Cause: The procedure hr_entry_api.upd_ele_entry_param_val has created an error at Step 1. Action: Contact your system administrator quoting the procedure hr_entry_api.upd_ele_entry_param_val and Step 1.

In the Professional User Interface (PUI application):
APP-PAY-06153: Procedure pay_us_emp_dt_tax_rules.maintain_element_entryat Step 1

The issue can be reproduced at will with the following steps:
1. Manager Self Service
2. Worker Status Change
3. Change the location for the employee
4. Receive the error when trying to submit the transaction

in PUI:
1. US HRMS Manager
2. People > Enter & Maintain
3. Query up employee
4. Click on Assignment button
5. Change Location
6. Receive error when trying to save the record
