Maximum proficiency level is not working as expected for Succession Planning

Even when a person has a competency with proficiency level higher than the maximum proficiency level specified in the SP, it displays the employee in the search result.

The issue can be reproduced at will with the following steps:
1. Create Rating Scales
2. Create Competencies
3. Set Employee Competency Profile
4. Go to update Succession Plan
5. Go to Find suitable successors for Worker: Select Competencies -> set Minimum Proficiency and Maximum Proficiency -> Click Continue
6. Employee with higher Maximum Proficiency is displayed as succesor
