Multiple Locations Registered But India Tax Detail Form Is Attaching Primary Location (Doc ID 2300565.1)

On : 12.1.3 version, GST Order Management

Order management:
Multiple locations registered and attached to inventory org, but India tax detail form is attaching primary location only

Inventory org defined and Location1 attached
Location 2 and Location3 created and attached to Inventory org.
All 3 locations are registered in first party registration
Sales order created and india tax detail form opened. All 3 locations visible.
Trying to attach location2 but while saving system is showing Location1.

Expect to be able to update location with non primary location

The issue can be reproduced at will with the following steps:
1. Create new sales order
2. Open India Tax Details form
3. Primary location is defaulted.
Change location to non-primary location
5. Save
6. It reverts location to primary location
