On : 12.1.3 version, GST Order Management

Line status not closing after shipment for ATO Sales order and Book only order after applying consolidated patch 26512966.
The fulfill Line activity fails in both the cases with error.
ORA-20001: APP--20110: Encountered an error in JAI_OM_TAX_DET_PKG.determine_factors_ns.
ORA-06512: at "APPS.APP_EXCEPTION", line 72 ORA-06512: at "APPS.JAI_OE_OLA_ARIUD_TRG", line 882
ORA-04088: error during execution of trigger 'APPS.JAI_OE_OLA_ARIUD_TRG' in Package OE_Line_Fullfill Procedure Fulfill_Line

The expectation is to be able to close the line after shipment of ATO sales order.

The issue can be reproduced at will with the following steps:
1. Log into the Order Management Super User responsibility.
2. Navigate to Orders,Returns->Sales Orders.
3. Query the sales order and find that line is not closed.
