Getting a 'Line End Date Is Not During Contract Effectivity. Please Enter A Valid Date' Error When Trying to Change Ownership of an Item Instance

Symptoms
When attempting to change the ownership of an Installed Base item instance in the IB UI, the following error displays at top of 'Update Item Instance' page:
Error
Line end date is not during contract effectivity. Please enter a valid date.
The CSI Debug log file shows "Error from OKS_IBINT_PUB.IB_interface".
Steps
1. Using an Installed Base responsibility navigate to the Item Instance.
2. Click the ‘Change Owner’ button.
3. Attempt to change the owner.
4. View the impacted contracts and select ‘Yes’ to change the owner.
5. Get the indicated error.
