Error CSI>OKS Interface: Line End Date Is Not During Contract Effectivity. Please Enter A Valid Date

Symptoms

When attempting to attempting to Change Owner of Installed Base item instance in the IB UI, the following error displays at top of 'Update Item Instance' page:

CSI Debug file "aemartin_csi_20170517.log" shows
Error from OKS_IBINT_PUB.IB_interface.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Responsibility: Oracle Installed Base Agent User>Item Instance>Item Instances > IB Search > Search for Instance xxxxxx.
2.Update pencil to enter the record > Click the ‘Change Owner’ button.
3. Attempt to change owner to “XXXXX”
4. View the impacted contracts and select ‘yes’ to change the owner.
Error populates: "Line end date is not during contract effectivity. Please enter a valid date".
