Error When Taking Action on a Requisition Which Has Been Returned, Withdrawn or Rejected - The non-catalog request template associated with the line is invalid (Doc ID 2301670.1)

Symptoms

In Oracle iProcurement, Release 12.1.3 with Endeca (Information Discovery) enabled, when deleting a non-catalog smart form from iProcurement Catalog Administrator responsibility, it removes values from POR_NONCAT_TEMPLATED_ALL_B, POR_NONCAT_TEMPLATES_ALL_TL and ICX_CAT_STORE_CONTENTS tables for the template.  The user is not warned, however, if the smart form is currently in use with in-flight requisition or there are active requisitions based on this smart form referring the template id of deleted smart form.

Now, when user/requester tries to take action on any returned, withdrawn or rejected requisition, the following error occurs in the shopping cart and the Line Details are automatically getting deleting from PO_REQUISITION_LINES_ALL table.

Problems:
1. The smart form should not be able to be deleted if active requisition is present which is limited to the smart form.
2. The requisition line details should not be getting deleted from the database
