Symptoms

On : 12.2 version, Inventory Transactions

ACTUAL BEHAVIOR
---------------
After cloning production to a new test instance and installing all patches as well as enabling encryption, the ITM does not spawn workers.

EXPECTED BEHAVIOR
-----------------------
Expect a new worker to spawn every 5 mins

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Testing GCR production load 1.4 million rows
2. When Inventory transaction manager starts only 4 workers are launched.
3. Expect to see more workers
