Schedule Order Job Is Scheduling Even Sales Order Lines On Hold (Doc ID 2302013.1)

After production go-live for the Greater China region, users are noticing that Schedule Orders concurrent request is scheduling
sales order lines on hold. We are running with the Bulk Processing Mode = 'Y' and Schedule Mode as 'Line-Eligible'. System parameter schedule orders on hold is set to NO.

That on hold lines will not be scheduled.

Order created with lines on hold, ran the Schedule orders with bulk mode not enabled, the lines are not scheduled.

Order created with lines on hold, ran schedule orders in bulk mode (for parallel processing), the lines are getting scheduled and then reserved later.
This scenario is causing an issue in production, because the on hand balances are now going out of sync as getting reserved against orders that were still supposed to be on hold.
The orders which are supposed to ship are not getting shipped.
