Symptoms

In a 12.1.3 instance,

When attempting to generate or deploying, the following error occurs:
FND_SOA_SERVICE_EXECUTION_ERR:oracle.apps.fnd.soa.util.SOAException: ServiceExecutionError: Error while executing the service Missing Property Exception.
Missing Property: [DBManagedConnectionFactory.userName].
Make sure the property is set in the interaction (activ:Please see service monitor logs for full error trace
