The BI Publisher Add-In Does Not Display In Microsoft Word Toolbar

Symptoms
E-Business Suite Business Intelligence Publisher 11.1.1.5.0, Desktop Tools issues
Users report the BI Publisher Desktop Template Builder add on does not appear in the Microsoft Word Toolbar (ribbon).
BIPublisherDesktop32.exe installed successfully but the BI Publisher Add-In Ribbon is not shown in MS Word.
After the installation users are requesting the MS Word Toolbar correctly show the BI Publisher Add-In.
The issue can be reproduced at will with the following steps:
1. Open MS Word.
2. Confirm the BIP Add-In is missing.
The issue has the following business impact:
Due to this issue, users cannot see the BIP Add-In in MS Word.
