ACTUAL BEHAVIOR

Retainage can not be releases for cancelled invoice

EXPECTED BEHAVIOR
-----------------------
Expect to see invoice correctly discarded

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility Payables Manager
2. Navigation: Menu > Enter > Invoices
3. Entered invoice retainaige
4. Retainage can not be released
