Getting Error While Attaching USER To Supplier Contact

On : 12.1.3 version, Supplier User Issues

When attempting to create contact for supplier
the following error occurs.

A user account with this user name already exists

The issue can be reproduced at will with the following steps:
1. Purchasing -> Supply Base -> Suppliers
2. Contact Directory -> Create Contact for User Lois Ehlers
3. Error occurs
