Actual Start Dates Not Defaulting In Batch Steps Form & Field Validation Not Working (Doc ID 2303959.1)

Symptoms

On : 12.2.5 version, Batches

ACTUAL BEHAVIOR
---------------
Actual start dates not defaulting in batch steps form & field validation not working as expected

When multiple steps are released at the same time, and therefore prior steps are automatically completed, the actual start date is left NULL.

Subsequently, when leaving the empty actual start date field, field validation is not working i.e. you are not prompted to enter the actual start date.

EXPECTED BEHAVIOR
-----------------------
System should update the Actual Start Date of earlier Batch Step

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Resp: Production Supervisor
1) Batch Details --> Batch Step
2) Release the Step 30
3) Code completed the batch steps with out updating the Actual Start dates for step 10 and 20
