APP-CSR-254000 Error When Scheduling Task On Dispatch Center--12.1.3 Upgradation

Symptoms

On : 12.1.3 version, Oracle Scheduler

When attempting to re-schedule a task, after select the resource, check the "Customer Confirmation Received" checkbox, and click "Schedule" button
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Field Service Dispatcher > Dispatch Center
Task:A is in Assigned Status
Also Has Customer Confirmation as required

2. Try to re-schedule the task
Get the following two Warning messages:

Task A has status Assigned.
Task A requires Customer Confirmation.

3. Click OK

Get Error:

None of the resources that were found in the territories that match the selected task have all the required skills.

4. In the "Reschedule Task" window > Preferences tab > uncheck the "Skills" checkbox and click "Search" button.
Under "Advice" tab now get several resources.
5. Select one of the resources and check the "Customer Confirmation Received" checkbox
6. Then click "Schedule" button.
7. The reported error occurs
