UK Penserver: Service History Does Not Create Sickness Full Pay Record (Doc ID 2305055.1)

Symptoms

When an employee goes off on sickness full pay (no changes to their payments), no line is reported in the Extract results on the Penserver service history.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
Under UK HRMS Manager responsibility:
1 - Create new employee
2 - Enter sickness
3 - Enrol absences
4 - Run the Penserver Interface Process for Service history
5 - Check the Extract Results (there is a record showing RB which is return from break, but is no row reporting the sickness).
