Error When Deactivating a Collector - Employee Name Or Group Is Required For Creating A Collector

When trying to deactivate a collector, the following error occurs when there is no employee assigned.
Employee name or Group name is required for creating a collector
Steps to Reproduce:
Responsibility: Receivables Manager
Navigation: Setup -> Collections -> Collectors
- Uncheck the 'Active' check box for a collector that has no employee assigned.
