Affiliation Report Reported All Employees As Exception (Doc ID 2305267.1)

On : 12.2.6 version, Payroll - General

The Social Security Archive and Social Security Affiliation report are completing successfully but the Exceptions report shows all employee's in error

This is a new implementation and it is expected that all employee's would complete successfully

The issue can be reproduced at will with the following steps:
1. Add employee's for a new implementation
2. Run the Social Security Archiver
3. All employee's are picked up because this is the first time it is being run
4. Run the Social Security Affiliation report
5. See that 1200 employee's are in error for the person details
