Validation of Additional Insurance Exclusion Criteria in DFF does not Work

The standard API validates only seeded columns for the Insurance Exclusions and does not take in consideration our DFFs.
Additional Insurance Exclusions are added as DFFs (addition to the seeded values in R12 release), however, the Validation of additional Insurance Exclusion criteria in DFFs does not work with the conjunction with seeded values. It validates only seeded values.
For example, VPA is seeded, but SBU is DFF. If two records are entered with the same VPA, but with different SBU, the system treats them as duplicated records and gives the following error:
VPA1 and (SBU) Office Equipment
VPA1 and (SBU) Clean Technology
This record already exists.
The issue can be reproduced at will with the following steps:
1. Enable DFF for Insurance exclusions
2. Add Additional insurance exclusions
3. If two records are entered with the same VPA, but with different SBU, the system treats them as duplicated records and gives the above error.
