The Client is having an audit trail record being created by a Fine Grain Audit (FGA) policy. The audit record should not be generated based on the way the FGA policy is created and the way that the captured sql is set up. There was a bug that would generate a audit trail record if a SELECT UNION SELECT was done but the captured query used the workaround of SELECT UNION ALL SELECT.
The issue is occurring because of the complexity of the EBS HR functionality. It is beyond the scope and capabilities of DB Security to figure out what the issue is with the EBS application.
The Clients issue is that they do not want the audit trail record to be generated as it cause complications with Auditors requirements.
