Tasks In "Planned" Status Do Not Appear On OMFS MP App (Doc ID 2307236.1)

Symptoms

On : 12.1.3 , 12.2.6

ACTUAL BEHAVIOR
---------------
Tasks with "Planned" Status (with "Assigned" Flag unchecked) do not appear on OMFS MP App.   and disallow ability for the technician to accept a planned task which signifies the committing of the
schedule for that task.


EXPECTED BEHAVIOR
---------------
The expectation is that MFS will download and show tasks with "Planned" status the same as the FSTP dashboard.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Schedule a task to a MFS resource such that the task status is 'Planned'  ( Status does not have the 'Assigned' flag)
2. Sync the MFS client
3. The task is not downloaded to the app
