OE_ORDER_PUB.process_order Is Failing With 'INVALID SERVICE LINE INDEX' For SERVICE Lines (Doc ID 2307310.1)

On : 12.2.4 version, Transaction Entry

OE_ORDER_PUB.process_order is failing for SERVICE Items ( Contract_Item_Type = SERVICE)

Note: find if passing Service Line Index as '1' then process_order is working fine but If I pass Service Line Index as '2' then it is failing with Status as 'U'.

OE_ORDER_PUB.process_order is failing with 'INVALID SERVICE LINE INDEX'

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Order Import > Take 3 Items, Among that one is SERVICE Item( Contract_Item_Type = SERVICE in SERVICE Tab)
3. Call the OE_ORDER_PUB.process_order.
4. OE_ORDER_PUB.process_order is failing with 'INVALID SERVICE LINE INDEX' for SERVICE Lines
