The Expense Account Is NOT Mandatory and Updatable in Organization Parameters Form

In Oracle Inventory, Expense Account define in organization parameters form is NOT mandatory and updatable for all cost method.
The expense account should be updatable and mandatory for any cost method.
Steps to Reproduce
- Change inventory organization which using either AVERAGE, FILO, LILO, STANDARD.
(N)Inventory > Change Organization
- Open Organization Parameters form.
(N)Inventory > Setup > Organizations > Parameters
- Check the expense account in cost tab.
==>The expense account is NOT mandatory in organization parameters form.
Expected: the expense account should be updatable and mandatory for any cost method.
