IEX: Send Dunnings For Delinquent Customers Not Picking Past Due Delinquent Transactions

Symptoms

When IEX: Send Dunnings for Delinquent Customers Program is submitted, the program is not picking up delinquent transactions even when there is amount past due on the transaction

Log file shows below error

* WARNING: Not even one dunning record processed successfully. So no need to spawn the IEX: XML bulk manager for delivery *
